Douglas County Emergency Operations Plan

An Emergency Operations Plan (EOP) is a comprehensive, risk-based, all-hazard approach document which outlines how an agency or organization will respond to an emergency. An emergency operations plan is activated on an as-needed basis and is designed to be used for all types of emergencies as identified within the 15 Emergency Support Functions (ESF). The Douglas County Emergency Operations Plan was completely updated in a multi-year process (2020-2021), and approved by State and Local Officials. The plan, reviewed in a 5-year cycle, will serve as the basis for effective response to any hazard that threatens Douglas County and sets the guidelines to manage and mitigate disasters in a coordinated process. As a public document, an EOP also cites its legal basis, states its objectives, and acknowledges assumptions. The current Douglas County Emergency Operations Plan was adopted by the governing bodies of Douglas County and the cities of Baldwin City, Eudora, and Lecompton.
