Letter from the Directors: 2020-2021 Annual Report

Dear Partner,

On behalf of myself, our Deputy Director Jillian Rodrigue and all of the staff members at Douglas County Emergency Management, I am pleased to present the 2020-2021 Douglas County Emergency Management Annual Report. Due to the demanding staff hours dedicated to responding to COVID-19, an independent annual report for 2020 was not drafted. Our intention is to include 2020 information in this report.

2019 challenged the department with an EF4 tornado and record-year flooding only to bring in 2020 with the global COVID-19 pandemic. Over the past two years COVID-19 response and recovery work has significantly tested EM staff capabilities. Every obstacle offered staff with opportunities to collaborate, experiment, learn and lead. The successful mass vaccination clinics at the fairgrounds are a true reflection of this work.

As you are aware, Douglas County is faced with various sets of hazards both natural and human-caused. Our department is tasked with engaging the "whole community" in assessment of risk, development of testing capabilities, refining plans and procedures and operationally executing those capabilities. To that end over the past couple years, we have collaborated with partners and stakeholders to complete a total revision of the Local Emergency Operations Plan, conducted a hazardous materials Commodity Flow Study, and a HAZMAT tabletop exercise leading toward a full scale exercise in 2022.

We are excited that in early 2022 our internal strategic plan will be restructured, changing how we view our mission to include organizational optimization to maximize our services to our stakeholders and community members.
